The problem is that only countries that have ratified the agreement can participate in these discussions. This has worried many countries of being excluded from the important upcoming discussions on the technical side of the Paris Agreement. The agreement will enter into force in time for the Marrakesh Climate Change Conference (COP 22) to be held in Morocco in November, at which countries will convene the first meeting of the contracting parties to the agreement. Countries that have not yet joined can participate as observers. The Paris Agreement on Climate Change was adopted in 2015. Countries are now taking the next steps – signing and accession – to bring the Paris Agreement into force. The deadline for these tasks is the first meeting at which the Paris Agreement is in force, when the group is expected to have finalized the settlement. The APA began discussing these issues in May, but thanks to the unexpected speed of ratification of the agreement, this work is not yet complete. The agreement provides that it will enter into force 30 days after the tabling of instruments for ratification, acceptance or accession by 55 countries representing 55% of global emissions. To date, 73 countries and the European Union have joined the agreement, exceeding the 55% emission threshold. The Environment Council has adopted conclusions that define the EU`s position for the UN climate change conference to be held in Paris.

Ministers agreed that the EU intends to reach an ambitious, legally binding and dynamic agreement to keep global warming below 2oC. This is a climate change agreement reached by nearly 200 countries in December 2015 and came into force on 4 November 2016. The agreement obliges the world`s heads of state and government to keep global warming below 2 degrees Celsius, considered by scientists to be a safe threshold, and to pursue a stricter target of 1.5 degrees Celsius. The co2 emission limits presented by countries in the Paris framework are not legally binding, but the framework of the agreement, which provides for a mechanism for periodic scarcity of these commitments, is binding. The agreement also pursues a long-term goal for zero net emissions, which would effectively eliminate fossil fuels. A new global agreement on climate change was reached on 12 December. The agreement is a balanced outcome with an action plan to limit global warming to a level “significantly below” 2 degrees Celsius and to limit its efforts to 1.5 degrees Celsius. The entry into force of the Paris Agreement was extremely rapid, especially for an agreement that required a large number of ratifications and two specific thresholds. The Paris Agreement on Climate Change, a pioneering treaty signed by UNFCCC members in December 2015, came into force today (4 November).

To date, 94 of the 192 signatories have ratified the agreement, which exceeds the threshold for ratification by “at least 55 parties to the convention,” which account for a total of at least 55% of global greenhouse gas emissions, so that the agreement can enter into force.
